Subject: Consideration of Resolution Authorizing the Public Services Director to Execute Documents with the California Department of Transportation for the Clean California Local Grant Program

Executive Summary:

The State of California's Clean California Initiative is a multi-year, $1.1 billion program to increase litter abatement efforts by Caltrans and local entities statewide, and to support state and local beautification projects. In December 2021 Caltrans issued a call for projects for the Clean California Local Grant Program, which is the competitive local agency component of the initiative and is intended to support litter abatement and beautification projects in public spaces. In February 2022 the Public Services Department submitted an application for the "Lake County Beautification Initiative Project", and in March 2022 staff was notified of a $1.3 million project award. The project consists of a countywide marketing outreach and educational campaign, as well as amenities at fifteen parks countywide such as restrooms, public art, shade structures, trees, drinking fountains, benches, trash/recycling receptacles, and litter abatement signs.

In May 2022 Caltrans provided County staff with the attached grant agreement. In accordance with the conditions of the grant, staff has prepared the attached resolution which delegates authority to the Public Services Director to execute the grant agreement and to sign and submit all grant-related amendments, reports, and payment requests. With your Board's approval of the resolution the Public Services Director will sign the agreement, and upon Caltrans' countersigning Public Services will begin reimbursable project work.
