Subject: (a) Waive the formal bidding process, pursuant to Lake County Policy and Procedures, Section 4, Consultation Selection, Subsection 4.1.4.; and (b) Approve Agreement for Recruitment Services for Lake County Public Health Officer between County of Lake and Mosaic Public Partners in the amount not to exceed $29,000, and Authorize the Chair to Sign

Executive Summary:

On June 21, 2022, your Board accepted the resignation of the Public Health Officer (PHO) Dr. Erik McLaughlin. In response to our emergent need to fill this position, staff requests that your Board waive the competitive bidding process in order to provide the State mandated services of a Public Health Officer.

It has been challenging to recruit for a full time Public Health Officer (PHO) for the County of Lake. This challenge is not unique to Lake County; other counties are experiencing the same challenges due to the repercussions of the COVID-19 health pandemic and the shortage of available health professionals.

Based on the responses of the PHO recruitment last year, HR contacted those firms and additional firms (6 in total) and only 1 qualified firm responded. Most firms do not have the capacity to respond as they are currently unavailable to provide the services we need.

Staff requests that your Board waive the competitive bidding process pursuant to Lake County Policy and Procedures, Section 4, Consultation Selection, Subsection 4.1.4. The Board of Supervisors may waive the competitive bidding process under the following circumstances that pertain to this request:

1. A situation threatening the public health or safety when time is of the essence in obtaining consultant /contractor services.

2. A situation in which following this policy would cause an interruption of essential public services.
