Executive Summary:

 

Lake County Behavioral Health Services is required to provide Specialty Mental Health Services (SMHS) to children meeting criteria for the Wraparound Program, due to risk of being placed in out-of-home placement either with the Child Welfare System or the Juvenile Justice System, and children in the Foster Care System. LCBHS does not have the clinical capacity to provide these services, and determined the need to issue a Request for Proposals. This RFP was released on March 11th and closed April 8th. One Proposal was received, reflecting the contract now before the Board for approval today. LCBHS has partnered with RCS for many years to provide critical SMHS services to the community, with a particular focus on children and youth. This contract reflects an expansion of services provided by RCS, where LCBHS will now be referring youth meeting criteria for SMHS but not in the highest category of acuity to RCS. It is important to note that criteria for SMHS services has expanded fairly dramatically under CalAIM reform, and this contract is a response to meeting this expanded service need with an explicit focus on Clearlake and South County children.
