Subject: Approve purchase of a customized Mercedes Sprinter 3500 vehicle to serve as a Bookmobile; and authorize the County Librarian/Assistant Purchasing Agent to issue and sign a purchase order not to exceed $250,000 to Farber Specialty Vehicles, Ohio.
Executive Summary:
The Library released a Request for Proposal on May 6, 2022 for a Mobile Library Vehicle. A notice of the proposal was sent out to six companies that the library determined would be able to meet the requirements of the scope of services.
Three proposals were received by the due date of June 1, 2022:
* Farber Specialty Vehicles ($247,251).
* TechOps Specialty Vehicles ($263,355).
* Phoenix Motorcars ($259,297).
In accordance with the consultant selection policy, a selection committee was formed comprised of two members of the public and a member from the following departments: Library, Administration, Public Works, and Information Technology. The committee rated the proposals received according to the following metrics:
* Ability to meet the requirements of the Scope of Services
* Experience, qualifications, and expertise.
* Quality and timeliness of work as verified by examples or references
* Fees and costs relative to the scope of services
* Willingness to accept the County's Terms and Conditions
* The business location of the proposer
The conclusion of the committee was that Farber Specialty Vehicles would best be able to provide a vehicle to serve as a bookmobile for Lake County.
Staff recommends award of this purchase to Farber Specialty Vehicles. This expense is partially funded through a California State Library grant program.
