Subject: Approve Amendment three to the Agreement with Marsh EMS Consulting to Provide Professional Services for Med Health Preparedness Response EMS, not to exceed $105,000 and authorize Chair to sign
Executive Summary:
Marsh EMS is currently under contract with the County to provide professional services for med health preparedness response EMS. The original Agreement was for a three month term, with maximum amount payable under the agreement of $20,000.
The first amendment to the Agreement, approved March 7, 2022, extended the term of the Agreement by three (3) additional months, and proportionately increased the maximum amount payable under the agreement.
The second amendment to the Agreement, approved April 19, 2022, extended the term of the Agreement by two (2) additional months, and proportionately increased the maximum amount payable under the agreement.
This third amendment to the Agreement extends the term of the Agreement through October 31, 2022, the hourly rate is amended to read: $100; and the scope of work is amended to include: 1) Provide MHOAC advisory and support to the Health Services Department emergency preparedness program, and planning recommendations; 2) MHOAC advisor and support to County of Lake Health Services Department relating to emergency medical response required during disasters; 3) Provide disaster/department operations center training for applicable Health services staff; 4) Provide response and support of department medical health operations during a declared disaster or in County emergency at the direction of Health Services Director; 5) Assist department staff with incident action planning and documentation during preplanned events or no notice events; 6) Ambulance strike team leader/task force leader for responses in the state of California at the endorsement of Lake County, and direction of Health Services Director; 7) Provide “Just in Time” disaster specific trainings to Health services staff in response to COVID mitigation, medical health exercises/events, wildfire disaster response and EOC/DOC activation and 8) At the direction of the Health Services Director, assist the department Hospital Preparedness Program, a sub-program of the Emergency Preparedness Program by providing recommendations for grant deliverable documentation, and planning recommendations regarding healthcare partner preparedness.
These services are needed to ensure staff have effective operations in place during states of emergency. Health Services respectfully requests your Board’s approval of Amendment three to Agreement with Marsh EMS Consulting.
