Subject: 9:45 A.M. Presentation, July 26, 2022, CDBG Grant Project and Program Activities update.
Executive Summary: The California Department of Housing and Community Development (HCD) provides Community Development Block Grant (CDBG) funding to rural counties and cities on a competitive basis. The county has been successful in obtaining multiple CDBG funded grants over the past several years. Grant writing and grant implementation services are provided by a local consulting firm, Community Development Services, (CDS) based in Kelseyville, Ca.
Currently the County is implementing the following five CDBG grants:
1. Cobb Area Water District Systems Improvements for the Summit Area, Hill 9&10, and Branding Iron. These significant water systems improvement projects now provide quality and adequate water to over 1,500 households in the Cobb Mountain area for domestic use and fire prevention. The projects are very nearly complete, we anticipate final funding drawdown by August 31, 2022. The CDBG grant amount is $5,597,737, matched with State Water Resources funds in the amount of $1,812,519.
2. Low Interest Business Loan programs funded with CDBG Covid-19 (CDBG CV-1,2&3) grants, in the amount of $780,000 which provide low interest (1%) loans from $35,000 to $210,000 for the purpose of helping businesses retain full time jobs in our unincorporated communities.
3. Low Interest Business Loan program funded with CDBG Economic Development funds in the amount of $415,000 for loans in the range of $35,000 to $105,000 to businesses that will create new jobs in our unincorporated communities.
4. Microenterprise Technical Assistance program funded at $232,500 for free technical assistance to small businesses with five employees or less with cash flow management, Quick Books, business planning, marketing, and other services as needed. ...
