Subject: Authorize Participation in the FARMER Grant Program, and Authorize the APCO to Sign All Program Documents
Executive Summary: The FARMER (Funding Agricultural Reduction Measure for Emission Reductions Shared Allocation Pool) grant program was created in FY 2017-2018. The Lake County Air Quality Management District (District) has received several years of funding since this time, and replaced old tractors and pumps with new cleaner units. This program is currently being administered by Placer for the State of California Air Resources Board. The District needs authorization to participate in this program, so we can pursue projects and funding from the Shared Allocation Pool to fund local projects. The APCO will enter into the FARMER Allocation Agreement and FARMER Master Agreement with Placer to participate in this program and allow funds to be transferred from Placer to the District as projects are funded.
Placer, acting for the State of California reviews all funding applications and determines which projects to fund. Once funding decisions are made, the project and funds are transferred to the District who then enters into a contract with the applicant to fund the project pursuant to the program guidelines.
The sample FARMER Master Agreement and Allocation Agreement are attached for review. The FARMER program is accepting project applications through August.
