Subject:                     Consideration of California Mental Health Services Authority Participation Agreement for Interoperability Solution in the amount of $222,948.00 for Fiscal Years 2023-26 and Authorize the Board Chair to Sign.

 

Executive Summary:

 

Lake County Behavioral Health Services entered into a Participation Agreement with the California Mental Health Services Authority for a Semi-Statewide Electronic Health Record with the vendor Streamline. Moving forward into the future, all Mental Health Plans are required to implement a Health Information Exchange (HIE) along with Managed Care Plans and other healthcare operations. An HIE is a way to share information about patients between health systems in real time to facilitate the best continuity of care possible. Health Information Exchanges are almost always embedded into an Electronic Health Record solution. Thus, CalMHSA has worked to develop an HIE that is embedded into the Semi-Statewide Electronic Health Record. The contract now before your Board represents the addition of a HIE solution into the current EHR. This solution is proprietary to the EHR solution and thus the competitive bidding process does not apply.
