Subject: Consideration of the Lake County Housing Commission Housing Choice Voucher Program Administrative Plan for 2024 and Five-Year Plan for 2024 - 2029 and signing of HUD Forms HUD-50077-CR, HUD-50077-SL, and HUD-5075-5Y
Executive Summary:
On February 7, 2024, the Lake County Housing Commission held a Public Hearing to review the proposed Housing Choice Voucher Program Administrative Plan for 2024 and the Five-Year Plan for 2024 - 2029. Attendees at the Public Hearing included a member of the Resident Advisory Board, a member of the public, and LCHC Staff. During the 45-day public comment period that preceded this hearing, the LCHC received public comment regarding the proposed Administrative Plan. During the hearing, staff gave a presentation detailing the proposed changes to the Administrative Plan from 2023 to 2024. There were recommended revisions to the proposed Administrative plan, and it was approved to submit to HUD with one revision. Staff also gave a presentation detailing the Five-Year Plan, no public comment was received. The Five-Year Plan was approved to submit to HUD as written.
In addition to Board approval of these Plans, the LCHC is requesting the Chair of the Board of Housing Commissioners sign the Annual Civil Rights Certification (HUD Form HUD-50077-CR) as required by HUD each year as well as the Certification by State or Local Official of PHA Plans
Consistency with the Consolidated Plan or State Consolidated Plan (HUD Form HUD-50077-SL) and the 5-Year PHA Plan (HUD Form HUD-50075-5Y) as required with submission of the Five-Year Plan.
Included with this memo is a summary of the public comment received and HUD Forms HUD-50077-CR, HUD-50077-SL, and HUD-5075-5Y for signature.

Recommended Action: Approve the Lake County Housing Commission Housing Choice Voucher Program Administrative Plan for 2024 and Five-Year Plan for 2024 - 2029 and sign HUD Forms HUD-50077-CR, HUD-50077-SL, and HUD-5075-5Y. Once these items are approved and signed by the Board, they will be electronically submitted to HUD before the April 17, 2024 deadline.
