Executive Summary:

On February 27, 2024, your Board approved a pre-qualified list of energy consulting service providers available for future work with the County. Since then, Public Services staff worked with county counsel and one of the firms on the list, Optony, Inc., to prepare a General Services Agreement and two supplemental service agreements. The General Services Agreement defines general terms and conditions, and the two supplemental agreements cover Optony's scope of work for the following projects:

1) Supplemental Services Agreement One is for independent engineering review, construction oversight, commissioning advisor, and overall project management in support of the courthouse parking lot solar photovoltaic panel and electric vehicle charging station project. This design-build project is currently at the 50% design stage, with Optony having previously provided successful assistance to the County in the procurement stage of the project. Funding for Optony's scope of work is included in the capital appropriation for this project.
