Date:                                          September 24, 2024

To:                                          The Honorable Bruno Sabatier, Chair, Lake County Board of Supervisors

From:                                          Lars Ewing, Public Services Director

Subject:                     Approve the Agreement with the City of Clearlake for a Road Maintenance Program for 40th Avenue, Davis Avenue, and Moss Avenue for FY 24-25 through FY 28-29 and Authorize the Chair to Sign

Summary

In 2001 the County and City of Clearlake entered into a cost-sharing agreement which specified contributions to be made by the County to the City in consideration of the road maintenance costs for certain city-maintained roads that lead to the Eastlake Landfill from State Highway 53, namely 40th Avenue, Moss Avenue, and Davis Avenue. The County’s cost share was intended to offset the proportionate road impacts from landfill traffic originating outside the City limits, based on population.

The 2001 Agreement is now expired, and staff from the County and City prepared the attached Agreement to cover FY 24-25 through FY 28-29. The Agreement was approved by the City of Clearlake at their June 20th City Council meeting, and the signed Agreement was provided to County staff on September 5th.

Appropriations to pay for the County’s estimated contributions are included in the integrated solid waste management budget.
