Memorandum

Date:                                          September 24, 2024

To:                                          The Honorable Bruno Sabatier, Chair, Lake County Board of Supervisors

From:                                          Patrick Sullivan, Treasurer - Tax Collector

Subject:                     Consideration of Excess Proceeds Claim TDLS 160 - APN 039-465-540

Executive Summary:

Your Board previously approved a claim associated with TDLS #160 regarding APN 039-465-540 for $16,282.00.  The decision has been appealed by Michael Citron, with Unclaimed Financial LLC (Appellant) and is before your board today for a hearing.

Appellant asserts that he should be the recipient of the excess proceeds distribution.  Merri Ellis was the owner of said property.  Appellant contends that Ellis assigned the claim to him, but the Treasurer - Tax Collector’s office determined that the assignment was void because, while the document was notarized, Ellis never signed the document.
