SUBJECT: (a) Waive the formal bidding process, pursuant to the Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the Agreement between the County of Lake and Neuropsychological Associates of California - A Psychological Services Corporation for Psychological Services for Fiscal Year 2016-17 for a contract maximum of $35,000; and authorize the Chair to sign.
EXECUTIVE SUMMARY: Attached for your approval is the Agreement between the County of Lake and Neuropsychological Associates of California - A Psychological Services Corporation for Psychological Services for Fiscal Year 2016-17.

BACKGROUND AND DISCUSSION: When a new LPS Conservatorship is being considered or a current LPS Conservatorship is due to expire; two (2) evaluations are necessary. When a LPS Conservatorship is being contested, three (3) evaluations are necessary. If contested, it can also become necessary for the psychologist to appear in court. Lake County Behavioral Health currently uses one of our contracted Telepsych doctors for the initial evaluation and uses a local psychologist for the second evaluation. This contract will enable Lake County Behavioral Health to have a licensed professional available to provide the third evaluation and attend court as needed; therefore, we are requesting to waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services.
