SUBJECT: (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve Contract between the County of Lake and Lake Transit Authority in the Amount of $73,920, from July 1, 2017 to June 30, 2018; and authorize the Chair to Sign.
EXECUTIVE SUMMARY:
As your board is aware, the Lake County Department of Social Services (LCDSS) has contracted with Lake Transit Authority (LTA) since 1999 to provide transportation services to California Work Opportunity and Responsibility to Kids (CalWORKs) recipients. Each month, LTA provides unlimited use bus passes at the standard rate. These bus passes are provided to CalWORKs Welfare to Work (WTW) participants to assist in their efforts to achieve self-sufficiency. LTA is the sole source available to provide this service in Lake County. In the past, LTA has provided 171 (one-hundred seventy-one) bus passes per month. Based on our declining CW caseload, we have reduced this contract by 17 (seventeen) monthly bus passes, lowering the annual compensation amount by $8,160.00 (eight-thousand one-hundred sixty dollars).
