SUBJECT: PUBLIC HEARING: Adopt Resolution Approving the Community Services Districts' Election Date Change for Governing Body Members from Odd-Numbered Years to the Same Day as the Statewide General Election Held in Even-Numbered Years; and Impact Analysis/Cost Effectiveness Report
EXECUTIVE SUMMARY:

In response to the "California Voter Participation Rights Act, SB 415" signed into law by Governor Jerry Brown on September 1, 2015, which requires districts with regularly scheduled odd-year elections with at least 25% less than the average turnout of previous four statewide general elections to adopt a plan to change to the same day as the Statewide General Election held in even-numbered years; the Community Services Districts enumerated in Exhibit "A" attached to this Resolution have complied with the requirements of SB 415.

The Anderson Springs Community Services District and the Butler-Keys Community Services District ("Community Services Districts" enumerated in Exhibit "A" attached to this Resolution) Board of Directors' adopted a resolution requesting the Lake County Board of Supervisors to consider changing each of the Community Services District's Governing Body Member Elections from odd-numbered years to even-numbered years and your Board accepted each and every Community Services District's Resolution at your regular meeting on April 10, 2018.

Elections Code ?10404 requires your Board to approve the attached Resolution changing each of the Community Services Districts' Governing Body Member Election Dates to even-numbered years commencing with the November 3, 2020 Statewide Presidential General Election since the Registrar of Voters has determined that the change of election date will not cause the ballot layout, computer capacity or computer equipment to be exceeded with the consolidation of the Community Services Districts...
