SUBJECT: Consideration of (a) Award of Phase 1 of the Design/Build Contract to PACE Engineering of Redding, CA for an amount not to exceed $161,000; and (b) Agreement between County of Lake and Pace Engineering for Replacement of Four Redwood Water Tanks in Soda Bay CSA 20
EXECUTIVE SUMMARY:

The District has been awarded a Hazard Mitigation Grant Program (HMGP) grant for the replacement of four redwood water tanks in CSA 20, Soda Bay. The District sent a Request for Proposals to 16 firms on April 26th and posted the RFP on our website as well. Proposals were due by 3:00 p.m. on Friday, May 25th and five proposals were received from the following firms: Brelje & Race Consulting Engineers, Santa Rosa; KASL Consulting Engineers, Citrus Heights; Oscar Larson & Associates, Eureka; PACE Engineering, Redding; Water Works Engineers, Roseville.

Proposals were distributed and the Consultant Selection Board was convened on June 14th. The board reviewed the proposals and deemed an interview with the top two respondents in the best interest of the District. The proposers were ranked as follows with a clear separation between the top two proposals and the bottom three proposals.

2. PACE Engineering
3. KASL Consulting Engineers
4. Water Works Engineers
5. Oscar Larson & Associates

Consistent with County consultant selection policy follow up interviews were conducted with Brelje & Race and PACE Engineering. Follow up interviews were completed by June 27th and the recommendation was to enter into negotiations with PACE Engineering. A scope of services was finalized and a price for services was agreed upon. Attached for your review is PACE's original proposal, items submitted during the follow up interview, and the agreement for your consideration.
