Executive Summary: (include fiscal and staffing impact narrative):

This item is being submitted as an "extra" agenda item. The justification for this request to consider an item not on the posted agenda is as follows:

? The need to take action came to the attention of this department subsequent to the posting of the current agenda.

The Department recently became aware of a deadline for funding requests that if the District can make, funding will be available immediately, whereas if we miss the opportunity, funds won't be available until September, 2020. We became aware of the opportunity subsequent to the posting of the agenda.

? There is a need to take immediate action before the next available agenda.

Time is of the essence to get the development of the Groundwater Sustainability Plan started, and this funding will allow staff to begin the Request for Proposal process. Money is available now, and considering the current uncertain conditions statewide, we want to obtain this funding now rather than wait until later in the year.

Staff requests that the Board of Supervisors concur that justification exists to consider this for an extra agenda item.
