Subject: (Sitting as the Board of Directors for the Lake County Watershed Protection District) (a) Consideration of "Extra" Agenda item; and (b) Consideration of a Resolution Authorizing the Lake County Watershed Protection District to Accept Awarded Funds from the California Department of Water Resources 2019 Sustainable Groundwater Management Grant Program Planning Round 3 for the Development of a Groundwater Sustainability Plan for the Big Valley Groundwater Basin

This item is being submitted as an "extra" agenda item. The justification for this request to consider an item not on the posted agenda is as follows:
? The need to take action came to the attention of this department subsequent to the posting of the current agenda.
The Department recently became aware of a deadline for funding requests that if the District can make, funding will be available immediately, whereas if we miss the opportunity, funds won't be available until September, 2020. We became aware of the opportunity subsequent to the posting of the agenda.
? There is a need to take immediate action before the next available agenda.
Time is of the essence to get the development of the Groundwater Sustainability Plan started, and this funding will allow staff to begin the Request for Proposal process. Money is available now, and considering the current uncertain conditions statewide, we want to obtain this funding now rather than wait until later in the year.
Staff requests that the Board of Supervisors concur that justification exists to consider this for an extra agenda item.
