Subject: (a) Waive the competitive bid process under Ordinance #2406, Section 2 38.2 as it is not in the public interest due to the unique nature of the goods; and (b) Approve the Special Districts Administrator acting as the Assistant Purchasing Agent to issue and sign a purchase order in the amount not to exceed $65,000 to Carbon Activated Corp, USA for the removal and replacement of 32,000 pounds spent media from two Granulated Activated Carbon (GAC) filter systems in CSA #20 Soda Bay Water.

Executive Summary: (include fiscal and staffing impact narrative):

County Service Area #20 Soda Bay Water Treatment Plant has two Granulated Activated Carbon Filters which play an important role in water quality and production. Free flowing spent filter media should be replaced every 3 to 4 years to increase the efficiency in the water treatment process and decrease the backwash and pumping costs.

Our staff has made several attempts at gathering quotes from other vendors, however, most vendors are located outside of California or did not respond to our requests at all. Due to the unique nature of the goods, and the lack of vendors available in our area, we respectfully request your Board approves the purchase order for the removal and replacement of 32,000 pounds of GAC filter media.
