Subject: Approve the Cost Sharing Agreement between the County of Lake and the City of Lakeport for Phase One of the Lake County Recreation Center Feasibility Study

Recently Supervisor Scott and I have been in discussions with staff from the City of Lakeport, City of Clearlake, Lakeport Unified School District, and Hope Rising regarding the possibility of establishing a community recreation center in Lake County. Initially the conversations were focused on a desire for a public swimming pool in the Lakeport area, but over time the group widened its scope to the concept of a facility, not limited to a pool, where the greater Lake County community could develop a passion for health, wellness and fitness.

The discussions progressed to a point that a needs assessment and feasibility study were necessary to better inform the group and provide a basis for presentations to the respective governing bodies. Consequently, in October 2020 the City of Lakeport solicited a Request for Proposals (RFP) from qualified firms to conduct and prepare a needs assessment and feasibility study for the planning, funding and creation of an indoor multigenerational recreation center (or centers). Furthermore, the RFP requested firms to take a system-wide approach to evaluate current recreational facilities and amenities in in the area to help the task force and local agencies develop goals, policies, program pricing methodology and guidelines, along with achievable strategies.
