Subject: (a) Waive the normal sealed bid process under Ordinance #2406, Section 38.2 as it is not in the public interest due to the unique nature of the goods; (b) Adopt resolution Amending Resolution No. 2020-133 To Amend The Adopted Budget For FY 2020-21 By Appropriating Unanticipated Revenue In Budget Unit 2301 - Sheriff/Jail Facilities, (c) approve purchase replacement tasers and (d) authorize the Sheriff or his designee to issue a Purchase Order to Axom Enterprises, in the amount of $119,868.10
Executive Summary: The Lake County Sheriff's Department requests your Boards' approval for the purchase of 45 replacement Taser units.
The Taser 7 unit is an advanced non-lethal device. It uses a technology to safely incapacitate dangerous, combative or high risk subjects who pose a risk to law enforcement officers, citizens or themselves.
Tasers are designed to affect the central nervous system. The Taser 7 fires two probes up to a distance of 25 feet. These probes are connected to the weapon by high voltage insulated wire. An electrical signal is transmitted through the wires to where the probes make contact with the body or clothing, resulting in an immediate loss of neuromuscular control and the ability to perform coordinated action for the duration of the impulse.
Each time the Taser 7 is fired, it stores the time, date and duration of each discharge along with the temperature at the time of use for the last 2,000 firings. This data protects officers from claims of excessive use of force by providing complete and accurate data.
