Subject: Consideration of Amendment One to the Agreement between the County of Lake and SCS Engineers for Engineering Design Services for the Eastlake Landfill Expansion Project
Executive Summary:
In November 2021 the Board of Supervisors approved an agreement with SCS Engineers to complete engineering design services for phase one of the proposed Eastlake Sanitary Landfill expansion project. SCS Engineers was previously selected by a County consultant selection board as the most qualified firm to provide professional landfill expansion services. The scope of work of the current agreement includes preparation of facility permits, construction design documents, a construction quality assurance plan, and bid support tasks.
Staff has now identified two tasks necessary for project completion that were not included in the current agreement scope of work for SCS. First, the proposed location of the haul road requires a retaining wall design in order to ensure the road can be built in an appropriate location while maintaining required regulatory setback distances from the creek located to the east. Second, staff requested SCS prepare the project supplementary conditions, a.k.a. "Division One" specifications; currently only the preparation of project technical conditions, a.k.a. "Division Two" specifications, are in SCS' original scope of work. To accomplish these two tasks, staff requested a proposal from SCS, which serves as the basis for this proposed amendment.
